Policy Analysis of the Long-Term Care System for the Elderly and the Disabled in France: Focusing on the APA and PCH

Abstract

|
The aim of this study is to make suggestions for improving the quality of long-term care services for the elderly and the disabled in Korea by exploring and analysing French social policies and their applications. This paper examined through literature review how France's long-term care has evolved into what it is today. Additionally, the characteristics of the APA and PCH as French long-term care systems are analyzed in terms of their allocation, benefits, delivery system, and financing. It is found that these policies tend to personalize assistance, professionalize multi-dimensional and multi-disciplined experts, secure caregivers, expand choice and personnel autonomy, and decentralize and re-enforce local government. France's integrated approach which is focused on individual autonomy and which encompasses long-term care for both the elderly and the disabled provides a rich source of policy implications for the Korean long-term care ystem.
